Problems with turn signals & hazard lights 200 1981

The turn signals and hazard lights on my 1981 Volvo 240 stopped working a couple of days ago. Flipping the turn signal or hazard light switch has no effect -- no lights and no clicking sounds. Based on what I read at volvoworld.com (http://www.volvoworld.com/VolvoRepairManual/200_5_2.htm#200.5.2.6), it appeared to be a faulty flasher relay. Unfortunately, I get the same problem with the replacement part I just bought (NAPA part EP-34 "Electronic Flasher, 12 Volt").

I checked the turn signal fuse as well -- it's fine.

Can anyone offer some insight here? Unless I got the wrong replacement part, it looks like it's not a bad flasher. Are there any other parts that could fail and cause both the turn signal and hazard lights to stop working?
