volvo 245 temperature gauge reading high 200 1978

Just bought 1978 245. Starts fine, runs great, but coolant temperature gauge
quickly rises to just below MAX.
Have replaced coolant, thermostat, sensor, but no change to reading on gauge.
Heater motor blower not working so cannot tell if there is air-lock or blockage
in heater.
Any advice welcome.
