Car runs poorly but is fixed by restarting.

This problem just started last week. I noticed that when I start the car and drive away, there is a lot of hesitation and surging. If I floor it it coughs and sputters (mileage was horrendous). But then I noticed that if I shut the car off and start it again, it runns better then it ever has before. So now my routine is to start the car, drive for a minute or 2 and then shut it off at the first stop sign or so to restart and then it runs great. Any ideas? This is working for me for now but doesn't seem very ideal. Before this problem, the car was running great and after the restart it still runs great. It is if you just start it and go it is a problem.
