How to know if your A/C system is charged? Just bought used 240 wagon and no A/C ! 200 1983

I turn the knob but nothing happens. My fan works fine, but nothing happens when rotate the a/c knob. The compressor doesn't kick on or anything. Is there some way to try and troubleshoot this thing without having to take it to an a/c shop? I've had a/c work done on many cars before and I never seem to get out of there without a $450 to $700 bill. I'd like to try and find out what's wrong first, by the parts myself and install them myself, then have the system charged by a professional. I hope to save some money this way. Any advice?
