No boost, no fun 700 1991

Perhaps I should have had a more aggresive test drive before I bought this car last week. My bad for rushing into the purchase on emotion - my wife loved the car so what is a fella to do?
I've got no boost at all on my gauge - needle never moves into boost range. When I step on the gas lightly everything is OK. If I give it half throttle or more the car just bogs down and barely accelerates while the boost gauge needle goes up to the boost range and no further. No smoke, no whine, no nothing. The cat checked out fine at the local muffler shop and I even passed the emissions test today. I've read through all of the great info on this website about diagnosing turbo ailments but I am still unclear about something. I took the intake hose off of the turbo and felt the compressor wheel. It IS supposed to spin freely, right? IT WON'T BUDGE... :(

Somebody please tell me I'm mistaken and that I don't really need a new turbo.
