No boost, no fun 700 1991

The wheel should spin freely. You are going to need a rebuild or replacement cartridge.
I have a complete turbocharger off a '91 740T sitting in a box in my basement. Mitsubishi brand. Bought it on e-bay when I still had my '91 744 Turbo. Spins fine, seller said it was functioning fine when he junked the car it came off, think he said it had about 100K miles on it. I never got around to installing it and subsequently sold the car, so its no use to me any more.
