Rebuilding an engine 200 1982

Hey folks, I am pretty new to car care but I just successfully did my first oil change last week and I have vowed to never go to a mechanic again with this Volvo. My car is a 242, and I am learning about replacing all of the electrical wiring and harness type of stuff, but I've been wondering about rebuilding an engine. What exactly does one do to rebuild an engine and what good does it do? What problems does it fix?
My engine compartment looks pretty good, but the external components of the engine seem to have a little bit of rust in areas and I'll have to take care of that I guess, does this have anything to do with a rebuild?
