Fuel Regulator Malfunctioning? 700 1988

My Brick runs very rich and exhaust slightly black. I tested the oxygen sensor lead unplugged: .5vdc and reconnected: alternating between .2vdc and .7vdc.

Then I removed the Fuel Regulator vaccum line; it smells like gasoline. I started the engine with the vaccum line removed and it ran smoothly at all rpm ranges. Is this normal? How should it hehave with the vaccum line disconnected?

Anyone familiar with this?
