AC/heater panel vents vacuum hose 700 1990

I have intermittent operation of the panel vents 740T 1990, it always works in the morning when its cooler, and is very intermittent in the afternoon, it gets hot in Austin, Texas. I pulled the control panel and found the vacuum feed tube (white tube) looks like it melted yet all the other tubes in the same bundle look OK, so I am going to replace that tube. How do you get the tube out of the fitting, I have tried pulling and twisting and it does not move, any ideas?
