'87 240 hard starting when not used or cold 200

My '87 240 has become very hard to start when it is either cold or when it hasn't been driven for a while. It has trouble establishing an idle or holding idle.
Once it is warmed up, it runs and starts fine.

This trouble started during a severe cold snap last winter--prior to that time it had run fine.

Both computers and the Air Mass Meter have been swapped out for known good parts without solving the problem. My brother in law thinks the temperature sensor is bad. Any ideas appreciated.....
