95 960 parking brake 900

The parking brake is not working on my 95 960 sedan. There is no resistance at all when I pull the hand brake. The cable linkage from the hand brake to the rear middle is free and is coated with graphite grease. However, the sheathed cables (1 per side) leading from the middle back linkage to each parking brake assembly behind the rotors are quite stiff, and the rotors make noise when these are moved. Question is how much work is the replacement of the sheathed cables, and is it likely the shoes are gone? I sure appreciate the help.
