Idle still at 3000. . .what could cause this? 200 1987

i cleaned out and tested the IAC valve today. it works fine, so that's not the problem. what else could be wrong? how could i test for it?

here's what i'm thinking:

1) the new throttle body gasket that i put on is leaking. i need to take it off and clean up the mating surface, or maybe use some form-a-gasket just to test it.

2) i checked for vacuum leaks. all i found was one vacuum hose with a little crack. i plugged it, and nothing was changed. this made me think that maybe the problem could be something after the engine (meaning exhaust). . . .don't know how anything works here, but i thought i'd ask

3) could this be a problem with the computer? I remember hearing that a problem could be fixed by disconnecting and reconnecting the FI computer (a la reboot). could it work?
