Emergency-Brake Shoe Problems 200

Re: 240 emergency-brake shoes. I'm installing new e-brake shoes on my 81 242 and having some problems. The driver's side rotor fits back on nicely, but I can't get the passenger side rotor back on. I backed off on each cable's 10mm adjusting nut by the emergency brake lever in the cab and the cables are relaxed. On the passenger side the two shoes form a circle of a slightly bigger diameter than on the driver's side. They act like they are not seated into the notches at each end of each shoe but they ARE seated. What am I missing here? The four shoes looked identical to me, so I didn't worry about which shoe went where. Any ideas would be appreciated. Where am I messing up?
