Won't start, Fuel Pump relay? 200 1987

Hi all, I have a 87 240 that ran fine until I checked to see if the gas tank pre-pump was working. (because I could hear my main fuel pump whining a little). Anyway after replacing the pump, the car no longer would start. Both pumps are working, I've pulled them both out and checked them to make sure. So It looks like it might be a fuel pump relay problem. Question is, where does this thing live? From a diagram I have it looks like its suppose to be just above my fuse box. But maybe I have the wrong year. Anyone know where this thing lives on an '87?
