740 Turbo B230FT Timing Issue 700 1991

The engine had a leak in the head gasket so I removed the head without paying any attention to the alignment of the pulley's and marks on the timing belt. I had the head checked for flatness and then machined before reinstalling.
I installed everything having #1 at TDC with the mark on the crank pulley matching the belt, same with the intermediate and cam sprockets. Everything lined up perfectly including the mark on the cam sprocket lining up with the spot on the back of the belt shield, except the engine would not start. I then indexed the cam sprocket one tooth (clockwise when viewing from the front of the engine) and it started. Idle was rough and fuel mileage was poor. I then put on a timing light on #1 and found that the timing mark on the crank pulley is approx 50 degrees advanced. I then loosened and adjusted the distributor which did not have any effect on the timing. The only internals on the distributor are the rotor so I imagine the timing is computer controlled but I would think that moving the distributor would have some effect on the timing mark.

A shop did replace the sensor that mounts at the top of the bellhousing which I believe is for RPM.

Does all of the above sound normal for the timing to be running at 50 degrees advance? The car has 170k miles, would it be possible that something has been done with the flywheel that would throw off the timing? Should the timing mark move when moving the distributor on this model?
