cruise control wiring 200 1987

First of all, kudos to all who consistantly work and go out of their way to help out fellow brickers here on this board!

OK, I have an 87 240 wagon that I purchased about 2 years ago from some lying ho-bag....wait...sorry...on the instrument cluster Which I've since replaced-all working now-only the fuel and tach (which I installed) worked. so I pulled the cluster and disassembled it to find out the speedo had been already taken apart and ignorantly put back together which made me look for anything that might not be right. I.E. wiring, I found that a red wire labeled #9 from the circular connection on the back of the cluster had been cut but I couldn't find where it goes. Any ideas???

Next I heard the cruise should be an orange wire connected on the double pronged connection on the back...well, I don't have anything there! The fuse #1 which is for cruise does have an orange wire on it, is this supposed to be or has someone connected it where it does not go? All vacuum is good so I'm sure it's wiring. Any help??
