Engine suddenly races? 700 1985

I just started the car and the engine stared racing out of control-tapped gas pedal and it finally slowed to normal. Started to drive home and while driving
the engine suddenly started racing. I had to pull over and shut off the engine.

Could anyone tell me what controls rpms-is there something that's stuck-I'm sort of afraid I could have a bad accident if I don't fix it.
