'83 240 JUST STOPPED! 200 1983

My '83 - 240 just quit on the highway! It is like it is not getting gas. I cannot hear the fuel pumps when I turn the key on, but when I jump the relay the main pump whirrs nicely. So, I changed the fuel pump relays, still no start. I checked the fuses, both inside and by the battery and everything seemed fine. I took the battery cables off and cleaned all of the connections. Still no start (Oh, I also changed the fuel filter). PLEASE give me some ideas. You guys are the best help.
