When both fuel pumps whine? 200 1987

Thanks to everyone for your advice and patience with me :) Is a bad Fuel Pressure Regulator the only thing that would cause both in-tank and external fuel pumps to make noise? I did the simple test on my '87 240 DL and there was a significant amount of fuel returning to the tank, but I just can't figure out why both pumps are making noise (in addition to my idling/stalling problem). What am I doing wrong?
