Bellows under hood 200 1978

My brother recently obtained a ?78 242DL coupe. Good condition, 98,000 miles. Under the hood, over the tire well on the right hand (passenger) side of the car is bellows that appears to be connected to a throttle linkage.
I think that it is related to the cruise control, but I am not sure. I cannot find anything in a Haynes manual or a Clymer manual about it.
The bellows is about 3inches deep and maybe 4 inches wide. It is shaped like a stubby cone. The linkage that goes to the throttle is connected to the back (and widest part) of the cone. The bellows have a hole in them, and the cruise control is the only thing on the car that does not work. Any one have any thoughts or ideas? Any help would be appreciated.
