Rough idle and stalling--I've tried everything, 200 1989

I've been working on this problem for a while and seem to have run out of things to check, adjust or replace.

Problem Description:
When I first start the engine it will shake, sputter and stall if I don't press on the gas pedal to rev it up. Once it's warmed up or I put it in gear it's much better. There is no problem at highway speeds. Sometimes it will "hunt" going from almost stalling to high rpms in about 15 sec intervals. If I unplug the air mass meter the hunting will occur faster about every 5 seconds. If I unplug the constant idle motor nothing changes.

Things I've Tried:
I've suspected that the idle motor is the problem for some time. However, when a 14 volt current is applied to the idle motor it snaps closed. The voltage to the idle motor appears constant at 14 volts. I don't know if the voltage changes too fast to measure or if the computer is sending a bad signal. When the engine is running the idle motor does not click or vibrate as I believe it is supposed to. Could someone tell me what the voltage to the idle motor is supposed to do? I don't want to replace a good idle motor if the signal is causeing the problem.

I've cleaned and adjusted the throttle body. Checked gaskets and hoses.

I've replaced all the vacuum hoses.

The AMM appears fine. It's clean and the filament is intacted.

Checked and replaced the O-rings on the fuel injectors.

Replaced the air filter.

Replaced spark plugs.

Checked both fuel pumps.

Replaced fuel filter.

Is there anything I may have missed that could cause this problem? If the idle motor is not working properly what makes the engine hunt? If the signal is bad from the computer is the only option a new computer or is there some way to do with out the idle motor?

Thank you very much for your help.
