What's this thingy? 200 1980

On my 80's Valve cover there is a component just opposite the cold start injector. It has 2 vacuum lines on it. 1 to the manifold. 1 to the idle speed screw(?). I want to replace the vacuum lines because they are cracked at the ends. I want to go for parts but need to know what this gizmo, first!! Hopefully it will help my idle smooth out. Thanx ;o)
