AC Cycling - 2 shops, 2 answers 900 1993

The AC compressor on my 93 945T began cycling at 5 second intervals a few weeks ago. System was repaired and fully charged summer '02. I thought it was due to loss of refrigerant - the clutch engaged when powered directly from the battery, and the system ran normally when the leads to the pressure switch were shorted - cooled, but minimally. First shop (Bricks only) agreed, but wanted too much to recharge - claimed the only way to do it right was to evacuate and add the right amount of R134. Second shop (any car) said it was fully charged and it was an electrical problem. I said "Thanks" and left quickly.

Questions: Is my diagnosis (and first shop's) correct. Since there is still some refrigerant in the system, can I recharge without evacuating, and are kits (hoses and a gauge) and R134 available similar to the simple R-12 kits, and is the procedure the same - add on the low side, measure on the high side? (I still miss the sight glass my 245 has - simple: fill until the bubbles disappear.) Thanks..
