Frozen evaporator, acumulator and lines 900 1994

On hiway trips, the evaporator freezes up such that no air comes through the vents. When I open the hood, it looks like a winter wonderland, with ice covering the accumulator and lines.

Internet research points to a) low refrigerant level (although less cooling has been the result of this in other vehicles, not more), or b) orifice tube blockage (I don't really want to open up the system and have to find someone to vacuum pump it to refil).

Any suggestions?
