Front spring turning? 700 1992

I just replaced struts on my 740 wagon. When finished, I turned the wheels and it sounds like the spring is turning also. In both directions, there is a clunky, springy sound. I have taken the strut assembly apart and back together and the sound continues. From an earlier post, I plaved a thick washer on before the top strut nut to see if it pulls tighter. The sound continues...

Here is a bit of info, I cut 1/2 of a bottom coil and the bottom spring didn't seat like the original. Not sure if that matters.

Thoughts?
