runs rich, hard start & it's not the FPR 700 1987

Express Oil changed my oil and forgot to tighten the oil plug......

They've bought a low milage engine and installed it.

Runs so rich, you have to yank the fuel pump fuse to start it, then cram the fuse back in to keep it running.

O2 sensor checked good, but the replaced it anyway.
TPS checked good as well, but they switched it anyway.
AMM good (all 5 of them that they tried).
FPR good (both originals and the 2 new ones).
yanked the fuel rail for the heck of it, and all injector patterns good (though puting out as if it's floored).

I helped him check the ignition mod (hall)...... #3 to ground = 11v (good) #2 to ground = 5v (good) Resistance on #1 to ground = open (BAD) should be 0 ohms, according to the FAQ. (this is assuming that we didn't screw up somewhere).

Could this cause the issue?

They're willing to do what it takes to repair my car and have been VERY decent about it. I'm just trying to help speed things up as I miss my car & HATE the Dodge Strat rental I'm driving.
