I'd suspect the relay as you mentioned. When the relay on mine went out I had to drive with the brights on, or else none would work... (sorry to all the people I blinded on the freeway out there somewhere). Usually, if I'm not sure if the relay is the problem I just get one from the junkyard since they're cheap. Just to test the problem out with first. Thats if you have a yard with Volvo's in it, which can be rare.
