Turbocharger Swap 200

I have a 1983 242 ti with close to 400 000 kms on it. I am in the process of changing the head gasket and just finished taking the turbo charger off. My original intention was to swap my turbocharger with 400k on it for a turbocharger out of a 1984 244ti that I parted out a few years ago. It has 190k on it. When I parted the car out two years ago the turbo system was running perfectly .... I mean the pick up was amazing. The turbo was stored inside in a carefully packed box. I just pulled it out of storage for the first time today and carefully looked it over. To my surprise the fins no longer spin freely. But, the turbo with 400k on it does. Is this because it is used every day? Will the turbo from storage "free up" with use? Or should I just forget about swapping the turbo? Your advice is greatly appreciated. Thanks ahead of time.
