Idle Concerns B21F 200 1981

1981 4-cylinder non-turbo

I’m trying to cure a rough idle. The car runs strong and accelerates and decelerates fine. It doesn't smoke and the plugs looks pretty good to me. I don't know a lot about what to look for, but they are not covered with oil or crud. Here’s what I’ve done so far in the process of restoring the car that might in some way be related to idle:

Engine wiring harness
Thermo-time switch
Temperature gauge sender
Coolant temperature sensor
Breather box, flame trap, all associated hoses
All new vacuum lines
Injector seals, including cold start
Intake manifold gasket
Throttle body gasket
Cleaned intake manifold inside and out
Cleaned throttle body inside and out
Cleaned air control valve inside and out
New timing belt
New spark plugs
New air cleaner
New distributor cap and rotor
Checked resistance of plug wires:
#! 4730 Ohms
#2 5333
#3 4930
#4 5040
coil wire 8300

These repairs were not all done specifically to fix the idle, but I was hoping that somewhere along the line the idle would smooth out. It has gotten a little smoother, but is still rougher than it should be. I can't find any vacuum leaks.

My second question is: Is it normal for a B21F (air control valve version) to shoot up to 2000 rpm’s every time I start the engine? It stays at 2000 rpm’s for 2-3 seconds than comes down to about 900 and stays there. It starts this way whether it is cold or hot.
