960 fault code 123 Engine temperature sensor 900 1992

I ahave a 92 960 that set code 123 if you drive the car a short distance, shut it off, and then try to restart it. It is hard to start and at the same time the check engine light comes on and it sets code 123. After the engine smooths out it runs fine. Any sugestions on what should be done to fix it?
