AC -Vent Air Flow 900 1994

Every 2-3 years I take the "960 Tank" to have the AC air velocity/vent control repaired. It's my understanding they simply replace a "diaphram assembly" under the dash/concole area. Is this something I can replace and, where can I search for instructions? The service center has performed this task 3x in the past 9 years for a simple $340.00!
It appears to be a vacuum issue since when I press the brakes hard the air flow goes to max, i.e. cold air flows! When I release the brakes, "no air". Also, are there any ways to "by-pass" these diaphrams for a short term fix?
