240 Fuel pump relay 200

The "second side" Coil has +12v applied to terminal 85 from the first relay. But it doesn't get picked till the ECU gets a signal from the Ignition CU and grounds the coil via pin 86-2 (Blue/Green wire).

The crimped connections in the relay connector plug have been known to fail, which might account for the 2nd relay not working. You might try pushing a jumper in with the Blue/Green wire, then grounding it to see if the relay picks when cranking.
