Air conditioning 200 1986

My 245 has a recently replaced compressor (April) but does not seem to be cooling very well. It cools, but doen't get cold. When I look at the 'sight glass' on the dryer, as the unit is running, I see a turbulent, milky appearing stream. Is this as it should be or should I see a smooth stream of refrigerant? Does this indicate a low charge? There is some oil accumulation below the dryer.
