Another clue! Did this problem start when you replaced the harness? Because it is possible to plug the CPR/WUR wire to the FV and visa versa (and yes, I've done it).

This puts a constant +12V on the FV, instead of the normal pulses from the ECU, holding it OPEN. The FV wires should be a GREEN and a BROWN. The CPR uses a BLUE and a BLACK. It will toast the FV in a few hours (as I recall from 1990, on an '80 240).
