cruise control not maintaining speed set. 200 1988

The cruise control on my 1988 volvo 240gl, automatic trans is not maintaining the speed upon engaging the control. Any minor hill will cause it do drop 10 to 15 miles per hour, and then it takes some time before returning the the speed set.

Would the fact that on a hard acceleration when the air coming through the a/c vents, shifts down to the floor heater vents, which is a problem i suspect is the vacuum check valve, contribute to this issue?

Any and all help would be appreciated.
