Why did the mechanic do this? Is it safe? 200

I too my 240 to have new frontb brake pads installed. This went fine but about 5 weeks later a rattle developed on the front left brake. I took the wheel off and determined that the rattle was coming from a cover held in place by 2 cotter pins. I didn't know how to fix it so I took it back to the mechanic. He put the car on the hoist, took the wheel off and after a while called me to see what the problem was--he said it was the cotter pins that were loose. However, I didn't see the cover, which he must have removed. I am dumbfounded as I am sure there was a cover there but who am I to argue with hte mechanic? Oh, he put a rubber band around the pins and miraculouslly the rattle is gone. Is what he has done safe? Thanks for responding.
