I thought they all did that. Neither of our 2 series were acurate below about 25km/h, and it never struck me as unusual. I mean you're going slower than you could run. Do you really need to know exactly how fast you're going in a carpark? Just take it easy and look where you going.

Actually on mine, the needle starts at 20 km/h, Volvo didn't feel you needed to know about anything slower.

Now if it were inaccurate at traffic speeds then you'd have a problem.
