No boost, no fun 700 1991

OK, I finally got the brand new Garret turbo and oil supply line installed along with fresh oil, plugs and air filter. I now have boost with an asterisk...

Consider that the history of the car is unknown and I have driven it less that 100 miles since making the purchase. The car runs fine in every way except that if I floor it there is no boost and it just gasps. No smoke or unusual noises. If I go easy at about 3/4 pedal (squeeze, young Skywalker) I get nice boost and off it goes at a pretty good clip. The cat has been tested and is OK - not plugged. It passed emissions tests before replacing the turbo.

After reading through the great info in the 700/900 FAQ's it looks like I should be looking for a vacuum leak and changing the fuel filter. Does anyone have any other suggestions?
