Fuel Pump noise 700 1991

My brick has a tremendous buzzing coming from the fuel pump. The noise is very loud in the cabin. The pump is about a year old, NAPA brand. The original pump was not noisy. I removed the pump and noticed that it is attached to a "cylinder-in-a-cylinder" that has a spring around the top and two spring-wrapped rods inside with wires soldered at the top. This device touches the tank. Maybe that is how the noise is being transmitted? Does anyone have any idea what this piece is? My ignorance is really showing but I need some advice on this. Thanks to all who have helped in the past.
