'82 240 CPR 200 1982

Still fighting this terrible idle/not wanting to run problem when engine is cold. Went to my BAP parts store & got a replacement control pressure regulator which costs $95.00--got home with it & began mucking around under the manifold where the beast lives--pulled out the CPR and found it had two vacuum lines in a curious loop w/checkvalve. Vacuum source passes thru a temp valve in the block. The new one from the store has no vacuum line ports. Two questions:
1. Should I try to install the one with no vac ports?
2. If not, what is the function of the vacuum to the CPR?
