245DL Getting 9MPG 200 1977

Hi, My friend has a 245DL wagon from 1977 that he bought a year ago, and has been his "second car" as much as a hobby in itself. One thing that persistantly bugs me, as an onlooker, is that it gets about 9 MPG. I'm not worried about the gas itself as much as that being an indication that there is a larger problem with the engine.

Can anyone suggest what might be causing this condition?


As a side note it has a broken radio that has a 5 amp fuse (we're not sure whether it is stock). Will there be a problem putting a radio in this car that is 15 amp?
