Gas tank capacity 15.8gl?? Gas gauge problems too 700

Recently my gas gauge has started to read high. Sometimes the needle goes down to what the actual level is but most of the time it reads high. The needle is about 1/4" further to the right than it should be. What should I be looking at to fix this problem? BTW is the gas tank 13gl or 15.8gl? Thank You!
