How to get to the in tank fuel pump 700

I have a 86 740 Turbo sedan. Want to get to in-tank fuel pump as I dont think its working. However theres another tank above the fuel tank which is 12" wide X 34" long X it? 5" high. What is this tank for? How can it be removed?.
Is it likely that my volvo doesn't have an intank fuel pump and thats why I cant hear it?
