89-240 Wagon cause of low power - what do you think? 200 1989

What would you suggest?
I have a 240DL (89) wagon with fuel injection that seems to have 2 problems. Do you think they are related?
(1) On first startup in the morning (70F) the starting and idling are good untill I put the transmission into drive or reverse - then the engine stalls. After the next start and with a few seconds warm up all is OK. And remains OK for starting and running all day.
(2) This same engine runs smooth and fast at all speeds but on a steep grade the speed gets slower and slower -like bottom of hill 80mph and top of hill 45mph even with peddle to the floor - with Overdrive switched off.
So where would you look? Anyone have a Volvo doing this. The supreme insult was being left in the dust on the hill by another Volvo this week!
