'77 244DL won't fire... 200 1977

It cranks, but it won't start. I'm thinking the fuel pump relays.

The '77 has 2 relays instead of just one, and the fuse configuration is different then the later 240s. Does anyone know if I can still jump the fuses to test it? If so, which fuses would I jump?

I tried changing the # 7 fuse (for the Fuel Pump and Clock... The Clock still works, so I know the fuse is okay and functioning.)

What else could it be?

Can someone give me more info on the 2 fuel pump relays? There is tons of info on the later 240s with one relay, but not so much on the kind I have in the '77.
