Voltmeter: wired to fuse 4 reads lower than wired to fuse 6???? 200 1986

Anyone have a clue what might be going on?

when I wired my voltmeter's hot lead to fuse 4 it read around 12-13V... then when I wired it to fuse 6 it read 14-15V???

I had it on fuse 13 and it was bouncing back and forth whenever I'd use the turn signals so I thought I'd try a different fuse...

shouldn't the voltage on the right side of each fuse be the same as each of the other fuses? therefore giving me a consistent reading no matter the fuse used (if there's power getting to that fuse of course).????
