Emission Test Failed 200 1987

I have a 1987 240DL Automatic with 190K on it that failed the emission test yesterday. It was a shocked because I thought it will pass with a flying color like before but a mistake.

Here are the REsults @ 15MPH & 25mph

HC(ppm) 33 & 26 - (Passed)
CO(%) .02 & .01 - (Passed)
NO (ppm) 2087 & 1927 - (Failed)

Any idea which one is the culprit? was it the cataytic converter, oxygen sensor or something else. Please guide.
Right now I'm on a 2-3 weeks waiting mode for a response on Consumer Assistance Program Application that I sent to Sacramento, CA to help pay repair cost up to $500 after I payed the $100 co-pay if approved . Until then I'm just setting tight. Thanks!
