740 Turbo won't crank and I'm 8000 miles away. 700 1992

Hello again all. The day has finally come that the wifemobile needs help and I'm not there to give it. I'm in Baghdad and my wife's car won't start. Luckily I have friends who have come to my aid. I'm going to include the text of my friend Spencer's email to me describing the symptoms.

From the email:
"Now to the Volvo, Nikki called and said that her car was not cranking, and
asked if I would take a look at it. When I got their, the car would turn
on, and all of the accesories would operate just as they were supposed to,
but the starter would not engage. In a Chevy this can only be one of three
things: Either the starter died, the battery is too week to run the
starter, or the switch is bad. However, I do not think that this is the
problem with the Volvo. The battery is good, and Nikki said that it was
cranking strong and then just stopped working. This would lend me to
believe that it was the switch, except when I turn the key on I hear
clicking in some of the electronic boxes under the hood. "

I've pretty much ruled out the rpm sensor because I replaced that less than a year ago and the car would crank when the rpm sensor was bad, it just wouldn't start. This time the starter is not engaging. The car has a new battery so that shouldn't be the problem. That leads me to two conclusions:

1. The starter has died spontaneously.
2. The starter is not getting power or has a bad ground.
3. The ignition switch or its wiring is faulty. The only problem with this one is that the switch works everything but the starter. Is that possible? Is it likely?
