Clucth master cylinder problem? 900 1992

Hi

Hope someone can help:

2.0 basic estate 940 1992

Just purchased car and had new clutch assembly fitted due to 'high' pedal and clutch only biting at highest point. No improvement with new clutch so bled system - no improvement. Removed slave cylinder and checked for wear etc. all OK and airtight. So it must be the master cylinder? Can't get repair kits in UK so expensive exchange unit if I'm wrong!

Any advice please.
