Forcing the pumps and jumping the fuse 200 1986

"You can force the pumps to run by jumping fuse 5 to 7"

I've seen this phrase a few times and I'm wondering if someone could give me an example of why you would want to do that and also exactly how would you jump the fuses.

I think I understand it but that understanding has come about mainly through osmosis -- so I'd like to get a real world example of the procedure.
